NPC is the only local government college in the City of Navotas.  Established in 1994, it exists primarily to serve the needs of the Navoteños who seek to pursue a college education after high school. It is their second home, even as there is the lure of opportunities for Senior High School graduates to find work immediately after their graduation, or for those who have very limited resources to discontinue school given the demands of their courses from first year to fourth year.
